Documents as a list, open regional extensions, and safer data v1.1.4

  • Documents as a list — the documents screen becomes a clear, ordered list, quicker to review and to print.
  • Open regional extensions — when a Region extends a price list without stating an expiry date, the price list stays valid and marked green until the new edition is published, with nothing to re-upload.
  • Data protection — if the data folder is on a cloud service (iCloud, Dropbox, OneDrive, Google Drive) or on a network drive, ComputoLab warns you and avoids opening the database for writing, to protect the file from damage.
  • More consistent look — panels, headings and dropdowns are uniform across the application, with more readable contrast.
  • Estimate to the cent — the estimate total is computed precisely, with no rounding drift.
  • Consumer Code — updated texts on the right of withdrawal for new buildings (art. 47).
  • In-app notices — ComputoLab can show messages directly in the app, always without collecting personal data.
  • Various fixes — weight review and more responsive price-list updates.

Sismabonus over ten instalments, and a cleaner final account v1.1.3

  • The sismabonus now splits the deduction into ten yearly instalments, as set out in art. 4-bis, paragraph 4, of Law Decree 39/2024 and, for expenses from 2027, in art. 371, paragraph 9, of Legislative Decree 117/2026. It used to propose five; if you set the instalments yourself, what you entered stays.
  • The final-account file now gathers only the acts that belong in it, those of the works supervision. The RUP's confidential acts — such as the confidential report — stay out.
  • «Generate all documents» now also exports the quotes as PDF, in one go, together with everything else.
  • Fixes and clarifications in the user manual.

Calculation fixes and regulatory alignments v1.1.2

  • Corrected the withdrawal-indemnity calculation and refined the simplified-accounting threshold.
  • Minor alignments to the wording of the law.

Extended price lists update themselves v1.1.1

  • When a Region extends its price list by decree, the new expiry date arrives on its own. There is nothing to download again.
  • If you typed the date yourself and it runs later than ours, yours stays.
  • We do not publish a date without the act behind it. Whoever reads it — you, or the project manager — must be able to go and fetch the decree. We report an act; we do not certify a validity.
  • The first two: Sicily 2024 until 31 December 2026, Calabria 2025 until 30 September 2026.
  • The guide for your role says where to read more. At the end of every chapter you will find the user-manual chapters covering the tabs you need, with the page number.

The program organises itself around the role you have v1.1.0

  • Choose your role in Preferences, and the program turns on the tabs you need. The others leave the bar. You can pick more than one: a surveyor who runs works and also prepares quotes needs the tabs of both, and gets them all.
  • Eight roles: site management, contracting authority, design, contractor, private works, building manager, safety coordinator, tax allowances.
  • It hides tabs, it does not delete data. A statement recorded while the role was «everything» stays in the final account even if the Accounting tab leaves the bar: the tab goes, the statement does not. Put «everything» back and it all returns.
  • The ticks stay yours. The role is a shortcut for setting the section ticks, not a second switch: afterwards you can correct them by hand and the program leaves them alone until you change role.
  • User manual and guide by role rewritten from scratch. In Italian they travel inside the program and open without internet; in English they download from the site.
  • Tab-separated files open properly: the program now recognises the tab as a separator too.
  • The subcontractor's share is now visible on screen as well.
  • If your Region has extended the price list, you can type the date yourself. In Price lists, on the list, «Extended by the Region»: the expiry warning disappears and the act is printed on the documents.

The subcontractor's share in the statement, and carried-forward totals v1.0.20

  • The subcontractor's share inside the statement of work done. Art. 119(11) makes direct payment due in three cases, and to make it you need to know how much. The statement now says how much has accrued in this one, which is the figure the payment order is issued on.
  • How it is worked out, and its limit. To each item of the statement the percentage entrusted for that work is applied. It is a proportional split, and the document says so: if an item is entrusted at 40% and half of it has accrued in this statement, the calculation assumes the 40% holds on that half too. Items written by hand inside the statement, which do not come from the bill of quantities, stay out.
  • Whoever is entitled to direct payment comes first, even if their share is smaller: that is what the payment order looks at.
  • Carried-forward totals in the accounting documents. At the bottom of each page of the bill there is «Carried forward to next page», and at the top of the next one «Brought forward from previous page», with the same amount.
  • It is for whoever checks. On a forty-page bill you check that the total at the bottom of a page is the one that opens the next.

Tax allowances: cost fairness is certified against a price list, and your bill already has one v1.0.19

  • New «Allowance» tab. The ComputoLab bill of quantities is built on an official regional price list, which is the first reference in the hierarchy used to assess the fairness of costs. It is not one more document to prepare: it is the one you have already made.
  • How many items have a price list behind them, and how many are written by hand. The program counts them and tells you for what amount; the technician's own analysis is the third route.
  • Rates and ceilings are entered by you. They change with every budget law, and a program holding them fixed would give wrong figures in January without telling anyone. ComputoLab proposes the values of the year it knows, with the year written beside them, and you check them against the tax year of your job.
  • The figures, including what falls outside. Expense from the bill, VAT in or out as you decide, ceiling, eligible expense and deduction. If the expense exceeds the ceiling the program tells you by how much: that is the number that changes a client's mind, and it must not stay hidden inside a total.
  • The instalments, and the cents. The yearly instalments are equal and their sum must make the deduction: dividing by ten rarely comes out round, and the last instalment absorbs the difference. The program prints both figures, as the tax return needs them.
  • Certificate of fairness of the costs, in Word and PDF. Who certifies and with what registration, the price lists used, the hand-written items, the figures and the instalments.
  • What we do not do, written on the document too. ComputoLab does not say whether your work qualifies for an allowance, does not apply the income cap and does not check the specific maximum costs for single types of work. Those are tax judgements, and they remain with whoever signs.

The safety coordinator: interference and man-days v1.0.18

  • The safety and coordination plan. No program can invent it. ComputoLab does three things that today are done by hand, and it does them because it already has the data.
  • The activities that overlap, found from the programme.
  • The busiest day. With ten activities the pairs can be forty-five. The program tells you which day has the most simultaneous activities and how many.
  • The limit is written down, on the printed document too. The separation under point 2.3.2 is «spatial or temporal», and you are the one who knows the space. This list is the starting point of the analysis, not the analysis.
  • Man-days, and the preliminary notification. Point 2.1.2(i) requires the estimated size of the site in man-days. Enter the average hourly cost you assume and the program derives it from the labour cost of the bill of quantities. From there it tells you whether the preliminary notification is required: art. 99(1)(a) if there is more than one firm, even not at the same time — and there is no threshold there — or (c) if there is a single firm but at least two hundred man-days.
  • The outline of the ten items. A new document in Word and PDF: the minimum contents of point 2.1.2, from a) to l) — the Italian alphabet skips j and k. Five items come already filled in: the works, the persons, the interference, the man-days, the safety costs. The other five come out empty, with the title and a line recalling what the rule asks there.

The building manager: apportioning the expense between the owners v1.0.17

  • New «Apportionment» tab. Enter the units of the building once: name, owner, thousandths. They stay there and serve every expense of that building. Then you create one apportionment per expense.
  • Four rules, not one. Applying the thousandths to every expense is the most common mistake, and produces an apportionment an owner can challenge. ComputoLab applies the four rules of the Italian Civil Code: thousandths of ownership (art. 1123(1)), in proportion to use (art. 1123(2)), stairs and lifts half by value and half by height (art. 1124), roof terrace in exclusive use one third and two thirds (art. 1126).
  • Whoever is not served does not pay. Art. 1123(3): if the staircase or the system serves only part of the building, the cost falls on those who benefit from it. Untick whoever is not served, and those who remain share the whole expense — not their slice of a thousand.
  • The cents add up.
  • If the thousandths do not make 1000, the program says so and does not correct them. Which figure is wrong is for a surveyor to say, not for a bill-of-quantities program. The table attached to the building regulations remains the document that prevails.
  • The expense is a written number, not a total hooked to the bill of quantities. You can take the total from a bill with one click, but then it stays put.
  • New role in Preferences: «Building manager». It turns on the tabs that role needs and hides the rest.
  • The apportionment prints in PDF and Word, with name, owner, thousandths and share, ready to attach to the minutes of the meeting.

The contractor: subcontracting, reservations and the justification of the tender v1.0.16

  • Subcontracting. New «Subcontracts» tab. To record the subcontractor, the contract details, the dates, and to choose which items of the bill of quantities are entrusted to them and for what share. The program works out three things the law lays down and that are usually done by hand. First: direct payment (art. 119(11)). Knowing that it applies is not enough, you need to know which of the three cases — small firm, default of the main contractor, request of the subcontractor. The program says which, because the letter changes who has to ask what of whom. Second: the twenty days. The subcontract must be sent «at least twenty days before» the start (art. 119(5)). Given the two dates, the program counts the days and warns if they are too few. Third: safety and labour are not subject to discount (art. 119(12)). The program adds up the two amounts on the entrusted items and gives the figure.
  • One item can sit on more than one subcontract.
  • Reservations, with the figure. In the site management records a reservation now has its own form: the fact, the reasons, the record it is entered on, and the claim split into extra costs, damages and other. The program works out the total. It matters because a reservation without a figure lapses. Annex II.14 art. 7(2) requires «the exact final quantification of the sums», and when it is missing the warning is red. The panel also reminds you that it must be confirmed in the final account within thirty days.
  • Justification of an abnormally low tender. New document, in Word and PDF. When the contracting authority asks you to explain your price, you have no more than fifteen days (art. 110(2)). At the top of the document, before any box to fill in, is the prohibition of paragraph 4: a low price is not explained by paying labour less, and is not explained by saving on safety. Those are the two routes that lead to exclusion. Then come the figures, taken from the bill of quantities: amount of the works, safety costs, amount subject to discount, labour cost. Then the three sections to fill in. Then the price analyses behind the items of the bill. If the list of analyses comes out short, it is not a fault: it is the program telling you which prices have no analysis behind them. That is the work left to do before submitting.
  • «Generate all» is now checked by a test.

The tradesman: the statement of work done for private jobs and the comparison of quotes v1.0.15

  • Comparison of quotes. Compare the offers of two or more firms on the same list of works. What needs checking is the item a firm did not price. A quote that forgets three items is lower than the others and looks the best, until those three turn up during the job as «works not foreseen». The comparison marks them with a dash and not with a zero, counts them, and next to each offer's total puts the adjusted total: the missing items valued at the lowest price among the other offers.
  • Each offer is a bill of quantities in the project, and the firm's name goes in its title. Items are matched on the code, or on the description when there is no code.
  • Statement of work done in short form for private jobs. Already released in 1.0.14, it now sits next to the comparison: they are the two documents of whoever works for a private client.
  • The comparison prints to PDF, with the same table and the same totals you see on screen.

The time schedule with the bars back in place, and the statement of work done for private jobs v1.0.14

  • Time schedule. The bar now sits inside the cell of its own row: whatever the height of the row, the bar sits in the middle of it. Descriptions stay whole.
  • The amounts per period fall under their periods.
  • A chapter total now reads correctly.
  • Statement of work done in short form for private jobs. Article 1666 of the Civil Code says that payment raises a presumption that the part of the work paid for has been accepted, and that a mere payment on account does not have that effect. A tick box on the statement says which of the two it is, and the document prints the right consequence.

The designer: the submission index, the draft contract and the health and safety file v1.0.13

  • List of documents. A new document that lines up the sixteen items of article 22 of Annex I.7 and says, for each, what the project holds: present, to be produced, or to be attached because it does not come out of a bill-of-quantities program.
  • Draft contract. A complete template to start from, with twenty-one clauses and the statutory references already written: 20 per cent advance, 10 per cent performance guarantee, release up to 80 per cent, damages between 0.5 and 1.5 per thousand, interim payments within thirty days. Amounts stay in square brackets, because a contract is signed on the awarded sum and the program does not have the discount.
  • Health and safety file. The sheets of Annex XVI, with the seven points of sheet II-1 already written. Sheet II-3 — what is checked, how often, and what maintenance it needs — comes from the maintenance plan: the same data, until now written twice in two different programs.
  • Sheets II-1 and II-2 remain to be filled in, and that is deliberate: the risks of future work are assessed by the safety coordinator looking at the works, and cannot be derived from a bill of quantities.

The contracting authority, the calculations the law writes out, and safety costs by category v1.0.12

  • Contracting authority. A new tab with the six documents of the project manager: report on the final account, report on the contractor's claims, notice to creditors, invitation to sign the final account, determination to resume the works, notification to the anti-corruption authority of variations above 10 per cent. Each document starts with its own statutory wording. The «RUP» role switches on in Preferences.
  • Liquidated damages for delay. You enter the contract rate in the certificate and the program counts the days past the allowed date — handover plus contract time, extensions and suspensions — and works out the damages, capping them at 10 per cent of the net contract sum. Article 126 requires a rate between 0.5 and 1.5 per thousand per day.
  • Damages for unlawful suspension. The time schedule now shows the cap on additional overheads, using the formula in Annex II.14 article 8. It is a cap, not an amount due.
  • Suspensions that run too long. When they exceed a quarter of the contract duration or six months in total, a warning appears: from that point the contractor may ask for termination without indemnity.
  • Expired price list. A warning appears above the bill of quantities when a linked price list has passed 31 December: amber until 30 June, the window in which it may still be used for projects already approved, red after that. Nothing is blocked: an old edition is used on purpose for a tender issued while it was in force.
  • Safety costs by category. Each safety item is assigned to one of the seven categories of Annex XV, a) to g). The estimate prints them grouped, with a subtotal for each, and says which items still have no category.

Time schedule, the documents that were missing, and statutory deadlines v1.0.11

  • Time schedule. The program proposes durations from the bill of quantities within the contract time, or distributes them by three criteria, or you type them down the column with ⏎. Bar chart, suspensions taken from the records, contractual deadline, amounts per period and cumulative. Prints on A4 landscape.
  • Deadline warnings. A band appears on the project list five days before a statutory term falls due: completion of the works, certificate of proper execution, outstanding works, the project officer's decision on an extension, notice of damage, the contractor's answer on a termination. A missed deadline does not disappear: it stays in the list, in red.
  • Suspension record. The three contents Annex II.14 art. 8 §1 prescribes each have their own box. The workforce and plant on site is the basis for computing damages, should the suspension later prove unlawful.
  • Damage. The report to the project officer and the record with the five findings of art. 9, each with its own letter. Plus the date of the contractor's notice, with the five days counted.
  • Statement of the works as executed. One document, three grounds: termination, withdrawal, early taking over. On withdrawal it carries the tenth of the works not executed, measured on the tender price net of the discount.
  • Report to the project officer for termination. With the estimate of the works due to the contractor, the charges brought, and a check on the deadline for the answer, which cannot be less than fifteen days.
  • Extension of time. Days requested, grounds, days granted and the project officer's decision, with the thirty days the law allows for deciding.
  • Release of the performance guarantee. Every progress report states how much can already be released, up to 80%: the release is automatic and is obtained by handing the report to the guarantor.
  • Printing. Every page of every document now has a footer with «Page n of N», title and date. Ruled tables went from two documents to all of them. A 20 mm binding margin, two fixed decimals with thousands separators, and row codes that wrap instead of running through the rule. A document with no rows says why it is empty instead of looking broken.
  • What you do. In Preferences you pick your role — design and quotations, contractor, private work — and the program shows only the panels you need. Nothing is deleted: it can all be switched back on.
  • Quotations for private clients. One field says where the contract is signed, and the right consumer-law clauses follow in either case: away from business premises, with the fourteen-day right of withdrawal and its form, or on the premises.
  • Materials report. It comes out of the bill of quantities, without prices: it is the attachment to the declaration of conformity of building systems required by Ministerial Decree 37/2008.
  • Exporting your own price list. Your library of items can be exported and carried to another computer.
  • Small things you can see. The triangle that opens a row of the bill of quantities is now visible. A quantity coming from the measurements has a dashed border instead of the grey background of a disabled field. Warnings about the compulsory fifth say by how much it is exceeded and what that costs, not just that it is exceeded.

Advance payment, the compulsory one-fifth and the tender amount v1.0.10

  • The tender amount, as the law requires. Only the safety charges are taken out of the tender amount: labour is shown separately but stays open to the discount (art. 41(14), Council of State 9577/2025, ANAC 26/2026).
  • Advance payment. The percentage is entered in the project details and the recovery is worked out on its own on every progress certificate (SAL); it can be suspended, as Law 152/2026 allows, without losing the outstanding part.
  • The compulsory one-fifth. The comparisons panel shows the variation together with the base it is worked out on, submission deeds and supplementary agreements included, and warns when the one-fifth is exceeded.
  • Works supervision deeds with an amount. Submission deeds and supplementary agreements are recorded with their amount and count towards the one-fifth.
  • Bill of costs. Before a sum at the client's disposal is deleted the program asks for confirmation, and the question names the line and the amount about to be removed.
  • Printouts. The look of the Word and PDF printouts has been improved. A foreword has been added to the bill of costs.
  • Screen and printout. The figures agree.
  • The project details save themselves, with nothing to press.
  • Chapters of the bill of quantities. They open, they close, and they move up and down with all their items.
  • The language is always within reach, and the program starts faster because it loads only the dictionary it needs.
  • School licences. The issuing and checking settings have changed.
  • New price lists. Abruzzo 2026 (building works, electrical systems, mechanical systems), Bolzano 2026, and Emilia-Romagna 2026 with 62 items that the Region's own file was losing.

Price revision, from the calculation to the document v1.0.9

  • The price revision statement can be printed as PDF or Word from the revision panel. It lists every homogeneous type of works with its weight, the index of the award month, the index of the period, the same index rebased to 100 and its contribution to the synthetic index: whoever signs it can redo the arithmetic with a calculator.
  • The statement closes with the synthetic index for the award month and for the period, the revision coefficient, the check against the 3% threshold, the recognisable excess and the revision amount, equal to 90% of that excess (article 3, paragraphs 2 and 3, of Annex II.2-bis).
  • The calculation now refuses to run when part of the bill of quantities has no assigned type. The weights still summed to one hundred and the coefficient came out plausible, with the unclassified share silently redistributed among the types present; article 4, paragraph 3, letter a) requires the entire contract amount to be classified. The program now states how many items and what amount are still unclassified.
  • The names of the twenty types in Table A.1 are now a single source for the interface and for print: the name shown on screen and the one on the statement are the same.

Amounts and totals to the cent v1.0.8

  • Amounts are rounded in decimal arithmetic rather than binary. A quantity-by-price product that falls exactly on the half cent rounds up, as accounting practice requires: 1.15 × 58.50 is 67.275, therefore 67.28.
  • Document totals are now the sum of the rounded amounts of the printed lines: the economic framework, the bill total, the interim payment amounts and the payment certificate all report the same value as the document they refer to.
  • The Analyses panel lets you choose which list to read from: your own analyses, those of a single installed price list, or all of them. Search operates on the selected list.
  • The Price lists panel can delete a price list's analyses without deleting the price list. Its items and their prices are left unchanged.

Price-list analyses, inside the program v1.0.7

  • Price lists that publish their price analyses as the law requires now carry them inside the price list itself. Price lists remain available from the Price list and Bill panels; the analyses from the Analyses panel, from which they are inserted into the bill.
  • Analyses received with a price list cannot be edited. They can be copied to your own analyses, where they can.
  • The Analyses panel has a search, with the same rules as the price list.
  • Price lists in XPWE format — the manufacturers' format — can be imported together with their analyses.
  • The Veneto Region 2026 price list has been rebuilt from the Region's official file: 20,093 items, each with its labour share.

Price list search, ten times faster v1.0.6

  • On an archive of half a million items, a search in a project with four price lists goes from 0.32 to 0.03 seconds. The time no longer grows with the number of price lists installed.
  • The archive shrinks by about 800 MB on disk, and importing a price list is faster.
  • On the first launch after the update the program prepares the indexes for about ten seconds, in the background. The window stays usable.
  • A command in Preferences rebuilds the search indexes. It is needed when the search does not find items that are in the archive, or after restoring a backup.

A faster startup v1.0.5

  • The program opens immediately even with very large archives, and memory used at startup drops from 62 to 25 MB.
  • Searching a price list requires at least two characters. With a single character, on half a million items, the result was an arbitrary list of eighty rows; below the threshold the program now says “type at least two characters” instead of “no results”, which was not true. From two characters up nothing has changed, short-code searches included.
  • The difference is noticeable on archives with many price lists installed.

Apulia and Marche 2026 price lists rebuilt, and the TOL classification v1.0.4

  • The Apulia Region 2026 price list has been rebuilt from the Region's own files: 19,088 items instead of 17,931, with clean descriptions and none of the placeholders that were printing in the bill of quantities. Anyone who already installed the 2026 edition is offered it again as an update.
  • In the Marche Region 2026 price list the units of measure have been made consistent: as long as “mq”, “m2” and “m²” coexist, any total by unit of measure is wrong.
  • Price list items carry the Homogeneous Work Type (TOL) wherever the Region publishes it: the classification into twenty categories in Table A.1 of Annex II.2-bis to Legislative Decree 36/2023, adopted by Ministry of Infrastructure decree no. 743 of 30 March 2026, on which price revision under article 60 is founded. The Apulia 2026 price list is the first in Italy to publish it, on 19,081 items. The index calculation and the revision inside progress statements come in a later version.
  • Price lists already installed keep opening, and new ones open with earlier versions of the application too.

Six languages v1.0.3

  • French, Spanish, German and Slovenian join Italian and English, in the interface and in printed documents. Every language is as complete as the Italian one.
  • In printed documents the Slavic characters and the French œ now come out whole.
  • Numbers follow the language of the document: 1.234,56 in Italian, Spanish, German and Slovenian; 1,234.56 in English; 1 234,56 in French.
  • The website is in the same six languages, with the picker at the top right.
  • The application package carries the Italian manual only: the other languages open from the website.

Choosing where an item lands, and reusing a bill you already have v1.0.2

  • A click on a section heading makes it the active section: items inserted from the price list go straight into it, with no need to drag them afterwards. A second click switches it off, a double click renames it.
  • A bill of quantities from another project can be copied into this one: the Bills of quantities panel → “From another project”. Items, measurements, sections and each item's price list all come across.
  • The imported bill arrives outside the project budget: switch it on with Σ when you actually want it counted.
  • Duplicating a bill no longer loses “lump sum”, simplified accounting or the phase. And a variation kept out of the project budget no longer comes back into the totals when duplicated, doubling them silently.
  • The user manual and the guide for your profession are also available in English, and the Help menu opens the one for the language you are working in.

The project documents print again v1.0.1

  • “Generate all” stopped after the first document: the bill of quantities for the whole project, the schedule of unit rates, the estimate of the labour content and the estimate of the health and safety costs no longer came out. The single bill of quantities was unaffected.
  • Every document in the Documents tab is now generated and checked on every build, in Italian and in English.

ComputoLab speaks English v1.0.0

  • The interface can be set to English: Preferences → Language and country. Menus, tabs, messages and confirmations change straight away, without restarting.
  • Numbers and dates follow the language you choose, when you type them as well as when you read them: 1.234,56 in Italian, 1,234.56 in English.
  • The “International” profile hides what exists only under Italian law — public-works site accounting, CUP and CIG codes, split payment, the statutory certificates — leaving the bill of quantities, schedule of rates, rate analysis, quotation, budget, comparisons, rebar, dayworks and the O&M manual. It deletes nothing: the data stays and comes back if you return to the Italy profile.
  • Printed documents are in English too, and their language is chosen separately from the interface: Preferences → Language and country → “Language of printed documents”. Every project keeps its own. You can work in Italian and deliver in English, or the other way round.
  • French, Spanish and German are already prepared and arrive in a later version.

Release notes start at 1.0.0

The English release notes begin with version 1.0.0. Everything before it belongs to the development of the Italian edition, and is kept on the Italian page for the record.

The application always shows the notes for the version you are running, in the language you have chosen.
